Oleshky Aid Window: Ceasefire Set For October 27, Starlink Speeds Stay Capped
The White House said a pause in fighting will let aid into the Russian-held city, while Ukraine's military reported Starlink connection speeds remained limited on Friday.

Ukrainian officials said satellite internet speeds for Starlink stayed capped at about 100mph throughout Friday, even as the White House announced that Russian and Ukrainian forces had agreed to halt all military operations in the city of Oleshky starting October 27. The two developments mark separate tracks in the conflict: one diplomatic, one technical, with the latter bearing directly on Ukraine's ability to fly drones at speed.
The first track concerns Oleshky, a city in southern Ukraine that has been under Russian occupation since February 2022. An estimated 2,000 people remain there. The White House said the pause will allow aid deliveries to begin and preparations for civilian evacuation to proceed. First lady Melania Trump said residents who choose to leave would receive transportation to their preferred destination, adding: "I anticipate some will want to go to Russia, and some to Ukraine."
The second track concerns Starlink. Ukrainian forces have reported widespread disruption to the network since last week, after U.S. president Donald Trump and Elon Musk publicly criticized Ukrainian president Volodymyr Zelenskyy over strikes on Russian oil refineries. Both Trump and Musk have denied responsibility for the slowdown. Trump told reporters on Friday: "I've heard it was fixed, but if it's not, I'll speak to him."
The third track concerns the conditions inside Oleshky. Residents have reported shortages of food, water and electricity, with some surviving on weeds, boiled grass, bread and rations. Ukraine's ombudsman, Dmytro Lubinets, told Reuters on Friday that the mission would include demining roads into the town, delivering food and evacuating civilians. "A sufficient quantity of humanitarian aid will be delivered to meet the needs of everyone who requires it," he said.
The record of attempts to secure a pause runs longer than the White House account suggests. Ukrainian officials have said Russia rejected earlier calls for one. Pope Leo XIV discussed the issue with Zelenskyy, and the United Nations, European Union officials and the Council of Europe have urged a ceasefire. Lubinets said on October 18 that he believed agreement was near, without mentioning any role for the first lady.
Starlink restrictions are hitting drone operations directly. Serhii Beskrestnov, a military expert who advises Zelenskyy, said no lifting of the restrictions had been observed. The cap prevents Ukrainian drones and other equipment from maintaining connection at high speed, which hampers offensive missions and efforts to intercept incoming Russian attacks. British prime minister Andy Burnham raised the issue with Trump in a phone call, and Downing Street said Ukraine needs full access to the network.
The Starlink problem sits alongside Zelenskyy's complaints that Washington temporarily suspended intelligence-sharing with Kyiv. Tensions rose after the United States lifted sanctions on Russia and began importing Russian diesel. Russian deputy prime minister Alexander Novak said on Friday that three tankers were heading to the United States and that Russian companies could supply 500,000 metric tonnes in October.
Kremlin spokesperson Dmitry Peskov said trilateral talks between Russia, Ukraine and the United States are expected to resume in Abu Dhabi in November. Russia's demands include a Ukrainian withdrawal from eastern territory, a cut in Ukraine's military size and neutral status that would rule out NATO membership. Putin told a Russian state television reporter late on Thursday that the lands lost by Kyiv "are not their territory, they are Russia's historical lands." Russian forces launched another overnight barrage on Ukraine.
Military operations in Oleshky are scheduled to stop on October 27.
