Ukrainian lawmakers vote to keep wartime rules in place through late January
The extension of martial law and mobilization reflects President Zelenskyy's insistence that security guarantees are required before normalcy can return.

Ukrainian lawmakers voted on Monday to maintain wartime emergency measures for another three months, rejecting any immediate shift toward peacetime administration. The Verkhovna Rada approved two separate bills, with 293 members supporting the continuation of martial law and 281 voting to extend general mobilization. These figures represent a narrow majority in the 450-seat chamber, indicating that while the executive's agenda has support, it does not hold the absolute consensus often sought for major constitutional changes during a conflict.
The new terms will keep both regimes active until 29 January 2027. Previously, these measures were scheduled to expire at 05:30 on 31 October 2026. To ensure the changes took effect immediately after the vote, 280 MPs authorized the parliament speaker to sign the bills right away for presidential ratification. This procedural step prevents a legal gap in the country's emergency status while the president reviews the documents.
President Volodymyr Zelenskyy has maintained that lifting martial law is contingent on securing robust security guarantees for the nation. Speaking in December 2025, he argued that the war with Russia will not truly end until such protections are in place. He stated, "Martial law will be lifted at the moment when Ukraine has security guarantees. Without security guarantees, this war will not truly end; we will not be able to recognise that it has ended, because there would remain a risk of renewed aggression from such a neighbour."
This latest extension continues a pattern established since 24 February 2022, when the country first declared these emergency statuses. The previous cycle ran from 2 August to 31 October 2026. The upcoming expiration date of 29 January 2027 will determine when the next parliamentary vote on the issue is required, keeping the legislative focus on the war's duration and the country's security posture.
